At that time of year , I%26#39;d say early morning or late evening , either way.
FYI --- check www.toureiffel.fr for additional tower details and facilities , if needed.

We went in 2006 at 9:00 for the 9:30 opening, and we got up on to the first floor on the second lift (elevator) and quickly to the top. The only trouble was it was cloud bound at the top (and very cold) so we had to wait until it got very busy to see the ground!
Last year we arrived at about 20:30 (this was early May, by the way) queued for around 45-50 minutes and got to the top fairly quickly. We were on the top of the Tower by about 21:30-22:00 and saw the sun go down and the city lights come up.
Despite the longer wait I thought the time at night was much more amazing - but do wrap up warm because it was FREEZING!!!

First things first. Find out when it opens and be ther in the individual line, (not groups) an hour before. You will be the frist up to the second level and there change elevators to the top. Spend all the time you want at the top and then go down to the post office and souvenier places. Spending a hour in line at the first sure beats 2-4 hours in line late in the day.
